Metova has implemented a corporate ISO 9001:2008 certified Quality Management System (QMS) comprising of a Quality Manual and procedures that monitors our contract engineering, developmental and systems implementations to ensure that our processes meet or exceed customer objectives. We fully understand the importance of providing quality management of task order contracts.
Metova’s QA process is founded on the concept of Continuous Process Improvement (CPI). For existing processes, the Plan Do Check Act (PDCA) cycle begins with the “Act” phase, during which processes, tools, and environmental factors are adjusted if necessary and, in some cases, new process measurement methods are defined. For new processes, the cycle begins with “Plan.” One of the primary elements of the PDCA cycle is quantitative data collection, measurement and evaluation. Without measurement data, a process cannot be evaluated or improved. Our PM will be responsible for implementing CPI on all SeaPort-e task orders. To ensure continuous process improvement, we perform periodic internal reviews in all areas. These internal reviews identify any non-conformances and verify the existence and implementation of CPI.
Quality Control Plan (QCP) Scope. Metova’s QCP establishes the methods and procedures for ensuring that the contractual requirements are achieved with respect to the established standards of performance and requirements. The plan covers the quality of each deliverable and the quality of the management processes undertaken. Our QCP covers the full scope of the contract or task order and will be reviewed periodically and updated as appropriate to ensure any specific issues that may arise are encompassed within the plan. Any changes to the plan will be coordinated with the COR prior to implementation.
QCP Applicability. The QCP is applicable to all Metova contract personnel assigned to and in support of the USN and USMC. This includes our Executive Group, any future subcontractors, and contract employees.
Quality Defined. “Quality” is defined as—the extent to which the deliverable conforms to the customers’ requirements. Our approach to Quality, in simple terms—is to provide complete satisfaction and service/product acceptance from the customer. Quality starts at the top—and our executive leadership team is active in the oversight and control of quality standards throughout the company and the contracts that are executed.
Quality Control Management System. We have a robust management system that provides controls for Contract Management and Oversight; Project Management and Oversight; Subcontractor Oversight; Cost Management and ROI / Performance Analysis.
Quality Control Plan (QCP). Our Quality Control Plan IS synonymous with our Technical Approach. We utilize the QCP as a formal but ‘living’ document to execute the contract deliverables. Our QCP establishes the methods and procedures for ensuring that the contractual requirements with respect to the established standards of performance are achieved. The plan covers the quality of each deliverable produced for and the quality of the management processes undertaken to produce each deliverable.
Our QCP consists of:
Corporate Quality Review Board. Our Responsible Agent, Executive Oversight, PM, CM, Quality Control POC and other designated staff comprise the Corporate Quality Review Board. The Board will meet quarterly and review the status of the contract and deliverables to ensure contract deliverables and standards are being achieved as directed by SeaPort-e. The Board reviews deliverable status, identifies corrective actions as required and allocates resources to mitigate risk.
Quality Project Leader (QPL). The QPL is usually appointed from our corporate staff, otherwise the PM is our QPL and responsible for the following key tasks:
Quality Targets and Performance Metrics. Contract management begins with a clear understanding of the overall Quality Targets and requirements of the contract. Quality Targets, coupled with the Quality Assurance metrics provided by the SeaPort-e contract to serve as a quality ‘road-map to success’ for the overall contract success. Quality Targets will identify the critical requirement, the associated deliverable, the responsible person and the mutually agreed upon standard of execution.
